Rev Joseph Blay is the overseer of World Restoration Church (W.R.C) located in Georgia. He is married to Jenita Blay and has a son, Richard Blay.

Rev Blay was born in Accra, Ghana and attended high school and college in Ghana. He is an international minister who travels throughout the states and different countries for conferences and crusades. The grace and anointing on his life is so powerful and his ministry has brought many to the lord. Many souls have also been blessed with healing and deliverance through the power of God.

Rev Blay had an encounter with the lord at the age of 11 and had an out of body experience to heaven .He got saved at the age of 23 at Peace Chapel church int, Accra Ghana. After salvation he served under the leadership of Bishop Adolfo the founder of peace chapel as the cup bearer and also the chief protocol. Rev Joseph Blay migrated to the United States at age 28 by divine instructions and directions.
